How do I unlock the additional races?

I have a lvl 37 horde panda warrior. I also have a boost for buying midnight. I’d like to boost one of the locked races but there’s a lot of mixed information on how to open them.

Is it very difficult? What’s the best way to do it. Can my horde panda unlock alliance races too? Or do I need a lvl 40 ally character.

Thanks!
