Got caught for not wearing helmet

Okay before anyone says im wrong ,ik im wrong here but it was urgent and my frnd was wearing helmet i was sitting behind

There were many things wrong here

1.So they didnt cut challan when we asked they told we don't do it here

2.the money went straight to the traffic officers gpay .

One question why they didnt take challan and why would they let us not get helemt instead of paying fine (i forgot helemt but wouldnt that make more sense bcz its for safety?)

And also what does it mean its free for 24 hrs you can ride without helmet now by showing challan????
