Is it normal for relatives or family friends to over-compliment you?

When I visited the Philippines and met some of my mom’s relatives and friends, they gave me too many compliments. I couldn’t tell if they were being genuine or not. Is giving a lot of compliments normal and is it part of Filipino culture?
