****UPDATE**** SOLVED!!! The volume knob on the Command Series KB7 keyboard has a serious issue! It also suffers from other problems, such as freezing during startup and random key lock-ups lasting 5 seconds.
The volume button is going up and down on its own; I can't adjust the volume to my liking—it either shoots straight to the maximum or drops completely.

My setup:
X670E PG Lightning
Ryzen 9 7900X3D
64GB 6000MHz CL30
After hours of testing every possible combination of cables, adapters, and hubs (both powered and unpowered)
*** Note: I had only been testing on the 3.0, 3.1, and 3.2 ports.
I had completely overlooked the 2.0 ports, but then it suddenly dawned on me: why not try the 2.0 ports?
I updated the BIOS from version 4.20 to the latest version, updated the AMD chipset drivers, and set a 15-second boot delay in the BIOS.
Everything worked!!!! the keyboard stopped freezing during startup. However, the power supply wasn't sufficient. The included Y-cable has one end for power only and the other for power plus data. I separated the cables: I plugged the power-plus-data end into the motherboard's 2.0 port, and for the other end, I made an adapter to connect it directly to a Molex-to-USB-A 5v (female) cable from the power supply unit! Now it's stable—no more freezing—and I can still use the keyboard's USB pass-through port. The volume knob works perfectly, and the issue where a key would randomly get stuck for 5 seconds seems to have stopped as well.
