Frame Express pricing?

What qualifies as Frame Express pricing? Sorry if this is a stupid question, I just got out of training and I had to do that an hour away because our store has no one else in the department. I noticed while playing in training mode yesterday that it's a pretty steep price increase for say, a mat only with no labor/glass/etc. with regular vs Frame Express.
