Massive slow down. Can't figure it out

Hey all. I'm at a loss. Had a crash a couple weeks ago, not sure what caused it, and now my system is painfully slow. I will list specs and what I've tried. Thinking hardware issue at this point?

9700x , rtx3080, 32gb ram. Aeorus b660 mobo. Ssds.

I've tried driver updates, removing drivers, even grabbed a spare ssd, did a fresh windows install running ONLY that drive so it was completely 'detached' from the old install in case it was software.

Ran without GPU

Ran with each mem stock one at a time

Checked ALL cable connections.

Undid all USB connections except mouse and keyboard

Unhooked network cable.

Popped the original ssd into a laptop (that actually ran fine)

ANYWAY

Right now my best guess is the MOBO is dying? But I don't have any way to test it without buying a new one. Might do that today anyway just to see but any suggestions would be neat.
