What's the legal process to permanently relocate stray dogs out of a gated society?

From what I've read, it doesn't look like RWA or residents can simply catch them and relocate them overnight.

Is it even possible to permanently relocate them, or are societies only allowed to get them sterilized?

Has anyone here gone through this process in their society? please share what you did
