Counterpoint episode: kind of writing style?

Counterpoint is a great VOY episode that I remember after all these years.

The writing style strikes my curiosity, though.

Does the writing style really feel like the TNG writing style?

Alternatively, does the writing style feel more like the TOS writing style?
