Looking to make a short trip (5-7 days) to Europe in early November

I want to plan a trip to somewhere in Europe at the start of November, since it is off-season and colder (my type of climate).

To be more precise, I'm thinking to do a trip that is at least 5 days, at most 7, and my time will be ideally divided between city sightseeing/museum tours (~60-70% of the trip) and light hiking in forests/national parks - nothing extreme.

My initial options are between Germany or Italy (the traditional options), and Lithuania or Romania (the cheaper options).

I think my budget will be 700 Euro maximum.
