Swedish embargo

Doing a Germany playthrough and Sweden keeps embargoing me after forming the Norwegian Reichskommisariat. Does not seem to happen otherwise.

Have not yet done the "Trade deal with Sweden" focus. Would completing this stop them embargoing me?
