0% Catches All Wild Pokémon

Is anyone else experiencing a 0% catch rate for all wild Pokémon right now? It’s the GoFest and every single Pokémon I’ve encountered no matter even with a golden razz, spinning excellent and ultra ball escapes after one shake and then immediately flees. It’s happened at least 30 times now with Pokémon ranging from a basic Sneasel to Tropius and Unown. This has to be a glitch, right?
