Can’t start as C4sh?

I’m trying to get back into the game after a few months and I’m wanting to start as C4sh. When i try to create a new game as him it routes me to the PS Store, but i bought the super deluxe edition. it tries to ti take me to the PS Plus store, but i cancelled that. is that why, or what’s going on?
