If I hypothetically had a way to slow time down to 1/10000 and accidentally bump into a car traveling at highway speeds, would I feel the impact immediately as if it's local momentum was conserved?

In theory, let's say that I had a magic remote that could alter the way that time passes for everything but myself (or perhaps the local time of the object in question). If I accidentally touch it, would the momentum be conserved such that it would transfer to me?
