Unable to reroll on my Ancient Artifact

So I finally got the Badlander ancient artifact chest. The Beneficial attribute was maxed out at 6%. I went to Charsi to upgrade my "Critical Hit Chance" from 3% to 4% (range is 2% to 4%).

There was no option to upgrade/reroll my CHC!!!

So being the logical Vulcan that I am, I just backed out of the game, reset after a few minutes, and came back online. Nuthing...

Three attempts later, my Romulan blood starts to boil. All that time grinding to get this artifact only to have it come defective out the gate? That's freaking sad, Blizz...do better...now!
