Ascensions Can I re-roll passive skills?

I have level 2 "Might of the West Wind", am I able to re-roll it or is it fixed? If I can re-roll how do I do it? Also what is the best passive skill for Nari?

Second question "Judgement Ether Bullet". It says it is level 1 of 7. How to do I level it?
