[BO2] Why do I need 2x PS Plus to play split screen?

Whenever I want to play split screen public matches and connect my 2nd controller the game always brings up the PS plus membership options. I have ps plus on my main account, console set as primary.

Is this a bug?

Otherwise the game’s a blast
