2025 XSE AWD - AC not blowing cold when slowed/idled/parked

I recently noticed in my Camry that when going slow speeds, stopped at a sign/light, or when parked (basically anytime “EV” is lit in green on my dash), the AC will stop blowing cold air. The air is the same flow as at higher speeds, but the temperature is significantly warmer, basically room temperature.

This is not something I recall experiencing in previous summers. I took it into one of my local dealers and they told me that this is expected behavior in EV mode. I never toggle EV mode on manually, it only automatically happens in the conditions mentioned above.

I’m skeptical, so I wanted to ask experts. Is this supposed to be happening? Should I bring it in to a different dealer? The vehicle is still under warranty.
