Not getting fuel

01 MGM died on the highway earlier today. Sprayed carb cleaner in the intake and it briefly sputtered so I deduced that it was the fuel pump. Weird because I replaced it about 7 months go.

So I replace it again and it still doesn't start. I've checked the fuse and the relay and they both look fine. Noticed the evap harness was loose (the one between the tank and the body, haven't been able to get it back on, not sure if that has anything to do with it or not.
