Woodland Alliance and Twilight Council Question

We’ve bumped into a weird interaction.

A Twilight player reveals his only card in Birdsong and moves in a clearing with an Outrage. When they trigger it, do they give the Woodland Alliance their only revealed card or is that card technically not in their hand?
