100 Div Ice Shot Deadeye can't even clear T15s. What am I doing wrong?

Hey everyone,

I'm honestly at the point where I'm considering deleting this character.

I've invested around 100 Divines into my Ice Shot Deadeye, but I still struggle to clear T15 maps. Meanwhile, my friend threw together a random build for around 5 Div and is doing way more damage than I am.

I know this has to be something I'm doing wrong, but I can't figure out what it is.

What's wrong with my build?

Are there any major mistakes with my gear, passive tree, or gems?

What should I upgrade first?

I'm open to completely changing parts of the build if that's what it takes. I just want to understand why my damage is so low after investing this much currency.
