Grimnars Mark question

The Captain has a minus 1 cp cost data sheet ability. "Rites of Battle"

The "Grimnars Mark" enhancement gives minus 1 for Heroic Intervention.

Does that mean he can use "Into the Frey" for free?

Do they stack?
