I don't understand Waagh

Trying Greenskins for the first time. I used a Waagh on a settlement and am working my way through the targets

But I'm not understanding the extra troops? It says I have a certain amount I can have. Am I supposed to have empty slots before starting the Waagh?

There seems to be a right way to do this but I can't really find anything written..
