oily skin

is it possible to have oily skin and achieve slightly dewy makeup without the oils overproducing on the skin, which makes me look like a wet greasy mess? and for this would you need to stop using powder, as i've found even the tiniest bit of concealer for oily skin, by midday, the concealer is sliding off my face and my face is VERY shiny
