I'm facing this if anyone can help

Recently the SIR is ongoing on 'y' state and my name is already published in 2025 SIR of 'x' state and now my BLO is saying I won't able to fill 'y' state enumeration form and my name will be not come in draft as I already have name in SIR of 'x' state but I have all documents and also a voter of 'y' state. And in 'x' state SIR my name have also incorrect or wrong spelling in d.o.b and Name.

Now blo is saying correct your details form and then in November fill shifting form. And because I already have name in 2025 'x' I won't get my name in 'y' state. I submitted enumeration form but he said your form is not acceptable and your name would be not come in 'y' state SIR Draft

Is he is correct or not please help deadline is soon for 'y' state I'm so much in tension what should I do please help
