Dachshund bites us on walks

Hi,

My dachshund is almost 9 months old and randomly jumps on us and bites us on walks, especially at the start. He also unties our shoes. How can we stop this behavior ?
We tried standing still and do nothing but he just keeps jumping and biting us.
