Why can't government ban gym and education to decrease crimes?

I mean it makes sense If they don't go to gym and don't get strong they can't commit any kinda strength related crime.

Also if they don't get educated no dowry will be given also no alimony everyone will be poor and stupid.

I feel banning gym and education is actually a power move.
