My ps3 fans spin at 100% when emulating ps2 games if I set it to 40% and they don't spin if I set them to syscon

When I try to emulate ps2 game on my ps3 and set the speed to a any manual or dynamic speed it just spins at 100% but if I set the ps2 fans speed to syscon the they don't spin at all and my console starts to overheat. Had anyone encountered this or knows a fix to this issue , please help.
