[TOMT] [TV Series] Animated TV Series from 90s or early 2000s, where villain is young boy in a military dictator uniform and his name is Hugo or something like that.

The villain is a young boy or young teenager name Hugo or Julio or something sounding like that. He wears a military dictator style uniform, I think his pants had flared thighs and tall boots. The uniform was maybe beige or olive green with black boots, but I can't remember exactly. I think he had black hair and round glasses perhaps.

I can't remember anything else about the TV series, sorry.
