Inspection report. Electrical work, no insulation sloppy flip. Would you buy?

Attic came back with no insulation, they added a new roof but never vented out any of the kitchen or bathroom vents, cables and electrical wires coming out of vents instead of properly stapling and cutting holes to outside. Would you buy? This is in a ideal location but the outside / yard / pavement still needs a lot of work and it's on the higher end of what homes are going for.
