How long does it take to enrol in Medicare?

Australian citizens here - We've been living overseas forever and my 17yo daugther is returning to Australia to live. She has never had medicare. I'm wondering how long it takes to enrol in Medicare for an Australian and can we start the process while overseas? I want to ensure she has some kind of insurance if the Medicare doesn't yet work for her. Any tips appreciated!
