RTX VSR stopped working in VLC. Have a 4080

I have VSR enabled and it works on my browsers. Recently, I've noticed that VLC lost the ability to do RTX VSR on videos with res <1440p. Output settings are correct > Directx11 set to super resolution. It is also enabled in the nvidia app and control panel. I have the latest build as well.

For reference, I have a 4080super on Windows 11. It worked on all my old videos before but not anymore. Are there settings where I can force the GPU to turn on VSR?
