9 month old baby wakes up when put in bed

Hello everyone!!!! We are parents to a very healthy 9 month old, but we are still struggling with bedtime and naps. The problem is that my baby has started only falling asleep while eating (EBF). I am working from home, which means that I have meetings to attend, some time on the time of his naps.

My partner every time that he tries to rock him or walk with him to put him to sleep, the moment that he puts the baby down, he starts crying. We have a floor bed, not sure if it is relevant.

Is there anything that we can do to help our baby sleep? It is very stressful for all of us, for me when I am in meetings and hear him crying, for my partner because he cannot put the baby to sleep, and for the baby because he is trying to fall asleep but cannot. We have not done any sort of sleep training and we don't plan to.
