Changing jobs while applying for a Public Jobs role

I have recently applied for an ICT HEO role, application submitted about 2 weeks ago. However, I have been offered a role with a different company in the private sector which would mean moving jobs while I'm applying for the HEO role.

Would this in any way affect my chances if I was called for interview - would it be looked on unfavourably? Also, I am only in my current role 1 year is that make any further difference.
