Does it legal to encourage people to do things that may negatively affect their life?

Currently, I urgently need some money and this unethical idea pops up in my mind.

But then I wondering, have you ever find any subreddit that discusses, encourage, or even doing gambling activities directly through reddit? Technically someone could make a money by creating a lottery system and post it through that kind of subreddit right? I’m aware that this is unethical and inappropriate way to make money since it normalizes gambling and would lead to gambling addiction. But does it legal? If yes, how could this become legal if some of country prohibited gambling?

I do have similar question regarding adult content in reddit. I think the answer would be relevant for both of this side hustle.
