Storm Primary Damage

Maybe I have something wrong but isn't the Thor team-up just a worse choice for damage? If you aren't always hitting headshots you are significantly reducing your damage output. When normal wind blade does 60 per hit (and pierces) and the hitscan primary does 45 per hit but crits is it not just always better to play Jeff team-up unless your literally hitting like a ridiculous amount of crits? Like I enjoy the hitscan but it just always seems underwhelming especially with the amount of healing output supports have. If you were already consistently hitting shots with normal wind blade and you get good angles to pierce is it not just always better to play Jeff.
