Does Bellwether really hate Predators?

Now the obvious and easy answer is "no duh.", Bellwether engineered a crisis targetting Predators which almost tore Zootopia in two. She boasts about how Predators make up 10% of the population and she was willing to dart them all to maintain power.

But I don't think it's that simple. Because we never get a scene where Bellwether expresses any overt hatred for them like we get with Milton & Pawbert in Zootopia 2. She never calls them "filthy" or "lesser", Bellwether's motivation remains solely on power.

We see this weaponisation of prejudice when she tries to manipulate Judy at the climax. Bellwether says they would be "unstoppable" but keep in mind she's trying to appeal to what she knows about Judy to get her to come out. Bellwether believes that Judy hates Predators and thinks she can use that and their mutual experience of being "underappreciated" against her.

However you may ask "but what about what she said to Judy about Predators being predisposed towards savagery?", but again it's not that simple. In that scene Bellwether was mocking Judy. She was taking Judy's own words from the press conference and throwing them back in her face.

You may bring up Clawhauser being pushed into the records room, but Bellwether is never implied to be the cause of him being moved. He says "they moved me to records" which suggests it was a ZPD decision. Because they were at the height of the "Savage" outbreak.

Even in Zootopia 2 what little we see of Bellwether does not suggest she hates Predators. When she sees Nick she refers to him as "Nicholas" rather than "Fox". She's undoubtably angry at him for his hand in her arrest, but Bellwether never throws any Predator hatred at him. The worst she does is jumpscare him.

Does Bellwether like Predators? Absolutely not. But there's little evidence to suggest her actions in either film were motivated by a hatred of Predators. "Fear always works." Is Bellwether's motto, not "Predators are scum".
