Prevention of animal cruelty

On June 28th, in Jieyang, Guangdong, China, dogs were slaughtered and burned alive by 4 teenagers under 14 years old. These people are potential criminals and should take responsibility for their notorious and cruel action. Sadly currently there is no revalent law in China to lay criminal charges against people who abuse animals, which is heartbreaking for a lot of Chinese pet owners and the general public.
