Will ticket transfer become available closer towards the concert?

I found out I can’t go to the Berkeley show and I’m hoping to not be out the $75. Ticketmaster says transfer/selling isn’t enabled, but that that may change. I understand they might disable transfer to prevent scalping, but I wonder if anyone know if this has changed closer to the concert date in the past? Thanks!
