Why wont anything apear on the TID? F14 RIO.

I have been having constant problems with the AWG-9 radar in the RIO seat of the F14-a/b tomcat, I've done everything right, I line myself up with a target, I see the spikes on the DDD, but the TID shows 0 contacts, I change the search elevation, search bars, azimuth degrees, and the radar mode, and no matter what I do the contact does not show up, Im aware that the AWG-9 has a pulse doppler mode, with a notch filter, but even when not using PD search, I still dont get any targets on the radar until there like 35nm away, and its really annoying. I would appreciate any help!
