How do I make my Kuja B3 for tournament reasons

Formerly a mono blue Talrand control player, half that deck was made with proxies and I felt the need to create a deck with real cards. From what I've observed when I watch tournaments in my LGS, it's a lot different from casual play so I figured I may as well become everyone's problem.

My goal is to at least kill someone (in the game not in real life) before I die, and I still have some mono blue mindsets in me so I might also need help with what mindset to keep, remove, and add to become efficient with this deck

The general rule of the tournament is no combos until turn 7.
