Is there point resubmitting a /25 sports card? Can PSA see if they have already graded it

Long story short, I bought an orange refractor 17/25 of a player I really like. It’s a NM8 in a PSA slab which I don’t really care about, but looking at it the card looks so pristine and genuinely think it could 9 or 10. Considering it’s not like a Pokemon card where it could be any raw charizard in the world, and that it’s directly identifiable considering its serial 17/25, is there any point in resubmitting to PSA? Would they ever deviate from the original grade and has anyone experience it before?
