YA Novel - has been plaguing me for 25 years!

I read a book in the late 90s/early aughts that I only remember a few snippets of, but I will not be able to move on with my life until I figure out what the snippets are from!
What I remember:

- a surly girl is maybe orphaned, I think her mom died, and she has to go live with an aunt she doesn’t know
- the aunt lives somewhere very hot and dry - maybe Arizona??
- the girl is not happy to be there… doesn’t treat her aunt well
- the girl climbs a tall structure - maybe a water tower? Or power line pole? Pylon?
- the aunt comes and begs her to climb down - the girl either jumps or falls
- the aunt catches the girl, saving her, but breaks both of her arms in the process
- this leads to the girl having to take care of her and a more positive relationship

Okay this is all I know… it could be the beginning, middle, or end of the book… I have no idea… but maybe it sparks something for someone!! Please!!!
