A lot of brands still treat packaging compliance like it happens after design.

That is about to get expensive.

The European Commission says the Packaging and Packaging Waste Regulation entered into force on February 11, 2025, and will generally apply from August 12, 2026. The regulation replaces the old directive with a more harmonized EU-wide framework for packaging placed on the market.

That date matters because packaging is not a last-mile artwork task.

It is claims, materials, recyclability, supplier documentation, market access, SKU systems, local language, proofing, legal review, and retailer expectations all wrapped around a physical object with lead times.

This is where brands get caught. A marketer sees a pack. Operations sees a chain of dependencies. Regulatory sees risk. Procurement sees suppliers. Local markets see translation and variation. Retailers see acceptance criteria.

The problem is not that any one team is wrong. It is that packaging work often gets governed too late.

PPWR should push brands to build packaging systems, not just better packs. Clear ownership. Current artwork libraries. Material documentation. Version control. Local-market rules. Claims approval. Disaster-proof proofing.

The brands that handle this well will not be the ones that panic-redesign everything in August.

They will be the ones that treat compliance as part of brand stewardship.

Because packaging is not just what the customer sees.

It is where the brand, law, supply chain, and retail shelf all collide.

Packaging teams have one month before PPWR becomes very real
