Roost Spam

Perhaps I am just mistaken, but I was in a battle of attrition today where I was slamming the opponent with Surf, and they were using roost to restore their health.

Surf: 16PP
Roost: 8PP

How did I get down to 4pp with surf and the opponent was still able to hit roost? Does corviknight have a different PP or something?
