1965 Mustang Seat Belts

Location: Texas Hello I recently purchased a 1965 Mustang from a local Dealership and the car had been restored but the previous owners never installed the seat belts back when they replaced the floors. The Dealership said it was fine because the car was made before 1968 but can I still get a ticket for not having seat belts?
