Card locked in the USA, looking for ways to unblock pin

My card has been blocked and AIB have told me I need an international atm that offers the pin services. I have tried Chase, Bank of America and other banks. Did anyone find anything that worked for them ?
Anything would help AIB are being so unhelpful
