Tired of this rash driving

So, I am fairly new here. I was just walking on footpath and some random biker came and just missed me by like an inch max, didnt even honk or anything. Mind you, the road was empty. Even with these rapido bikes and all, it doesnt feel safe at all sometimes, and these thar bullys type of people are so furstrating too. Cant even say anything to them, without being intimidated the second I open my mouth. What precautions do I even take here.. was on footpath, minding my own business, and almost got badly injured smh.
