Herm's homelessness

I've been wondering if herm is really homeless cause the way the panel makes jokes about makes me think they're just joking abt him being homeless and living in a dangerous area. But I'm feeling as if he is actually homeless or he was homeless but the way he reacts to the jokes makes me feel as if he's currently homeless. And if Kevin actually doesn't pay people that's a bit of an issue in my eyes cause we'll Herm is homeless...
