What does it take to replace a 6-20 receptacle?

I'm trying to square up some differing estimates I got from contractors. I live in a condo building but I need a new dryer for my unit, and it has to be ventless (the old one broke and is unfixable).

The LG one I'm looking at says its power requirement is 240V, 4.2 Amps (15 Amp Circuit). The universal power cord it comes with can either be a 10-30 or 14-30 plug. But my condo's dryer receptacle is 6-20. I think the circuit is only rated for 20A, based on how I understood the panel (two conjoined switches each with "20" means just 20, not 20x2 = 40).

One contractor said the receptacle can be replaced to take that 10-30 or 14-30 plug. Another said a new circuit and wire would have to run between the outlet and electrical panel in order for the receptacle to be upgraded.

The second one sounds more accurate, but trying to make sure.
