How to open a rocketry club in my college?

I am entering my 3rd year as a chemical engineering undergrad next month in a 3rd gen IIT. Since my college is new, there is no rocketry club. I personally love rockets and is looking to work on them in the future. Has anyone here started a club in their college? Is it hard? Things that I should keep in mind?

All tips are appreciated, thanks.
